Graduated from Virginia Tech in 1984 with majors in Agricultural Economics and Business Finance. He graduated from the University of Virginia, School of Law in Charlottesville, Virginia, in 1987. Mr. Locke was admitted to the Virginia State Bar and the U.S. District Court, Eastern District of Virginia, in 1987.

He is a member of the Richmond and Henrico County, Chesterfield Bar Associations, the Virginia State Bar, and the Virginia Trial Lawyers Association.
